Whittier, named after the poet John Greenleaf Whittier, was created by the U.S. Army during WWII as a port and petroleum delivery center tied to bases further north by the Alaska Railroad and later a pipeline. It was the primary debarkation point for cargo, troops and dependents of the Alaska Command.
